Bouygues Immobilier launches the new Seine Ouest business district.
This 160,000-sq. m. complex is the result of a joint initiative by the Issy-les-Moulineaux and Paris authorities. The aim was to transform the last remaining industrial wasteland into a new, international-standard business district with architecture by some of the biggest names in the field.
Quartier SEINE OUEST
A strategic site at the heart of a 700,000 sq.m service office space.
These buildings also have a very rare quality. They are all flagship buildings with high visibility.
They have all been granted the NF Bâtiment Tertiaires and the High Environmental Quality labels, and have the benefit of easy operation with energy savings through the implementation of innovative solutions and the consideration of residents’ health and comfort.
Project background
Political desire to take advantage of these new opportunities in order to:
- create a new district,
- encourage employment,
- improve the urban landscape of sites that are still not part of structural developments,
- offer high-quality developments that are safe for both pedestrians and traffic.
This operation is carried out in conjunction with the City of Paris, the city of Issy-les-Moulineaux and Bouygues Immobilier.
The SEINE OUEST district
Conversion of the last remaining obsolete industrial zones where Paris meets Issy-les-Moulineaux – creation of a new entry to the cities.

- Former EDF towers, the former FIAT Alpha Roméo garage, a petrol station…
After :
- Extension of the T2 tram line between Issy Val de Seine and Porte de Versailles
- Creation of a pedestrian walkway along the future tram line
- Redevelopment of the entry into Issy-les-Moulineaux and the 15th arrondissement of Paris
- Widening of rue Bara and rue Henry Farman

- 27,000 sq. m. Farman by Jean-Michel Wilmotte, in Paris, delivered in early 2010

110,000 sq. m. by Bernardo Fort Brescia of the US firm Arquitectonica:
- 46,000 sq. m. EOS for Generali (with Bruno Willerval)
- 45,500 sq. m. Sequana, the new Bouygues Telecom tower
- 16,500 sq. m. Eqwater in Issy-les-Moulineaux, delivered in late 2009

Operations that go one step further than certification with ambitious profiles:

for local residents and population as the worksites progress (billboards, information leaflets, etc.)
Green worksites :
A worksite that respects the environment is the natural continuation of environmental quality efforts that were implemented at the building's design phase. All construction sites generate nuisances for the surrounding environment; the challenge of having low-environmental impact sites is to limit nuisances for the benefit of the local residents, workers and the environment.
- ongoing information and awareness campaigns for worksite personnel,
- sound pollution limited inside as well as outside the worksites,
- special attention to reducing dust and mud emissions,
- optimised consumption of water and energy.
Reducing the consumption of energy and resources :
- primary energy consumption less than 30% of that of RT2005-compliant offices
- overall primary energy consumption will be half of the average for French office premises
- CO2 emissions(@12kg/ sq.m per annum), representing an excellent performance
- Reduced proportion of glazed surfaces to minimise the need for air-conditioning
- Multi-criteria studies (acoustic, insulation, sunlight, thermodynamics) to ensure that all possible measures have been taken to ensure the comfort of the building’s future users and to reduce energy needs
- Use of solar energy (photovoltaic cells, thermal solar panels) for example for the production of domestic hot water for the company's canteen
- Different façades depending on their exposure (double or single insulation, etc.)
